CERTIFICATION REQUIREMENTS
Becoming A Volleyball Scorekeeper
Certification of volleyball scorekeepers for USA Volleyball and RVA-sanctioned
competition is under the jurisdiction of the Officials Division and the
Regional Volleyball Associations (RVA's). USA Volleyball has established
10 classifications of scorekeepers: Junior, Provisional, Regional,
Junior National, USA National, USA National (retired), USA International,
USA International (retired), USA National Outdoor and USA International Outdoor.
Junior, Provisional and Regional scorekeepers will be certified through their
respective RVA under the supervision of the Regional Scorekeeper Chair, in
cooperation with the Regional Commissioner and according to prescribed criteria.
The Junior National Scorekeeper certification program was suspended in 2001.
Scorekeepers with that certification will continue to hold this certification
until they retire or choose to not renew.
USA National scorekeepers will be certified by the National Scorekeeper
Certification and Evaluation Commission, in cooperation with the Assistant
Vice President of the USA National Scorekeeper Commission.
USA National Outdoor scorekeepers will be certified by the National Commissioner
for Outdoor/Beach scorekeepers, in cooperation with the Assistant Vice President
of the USA National Scorekeeper Commission.
USA International and USA International Outdoor scorekeepers will be
certified by the Assistant Vice President of the USA International
Scorekeeper Commission through the approved process and at times and
locations to be determined annually.
In accordance with Article 8, Section B1 of the Operating Code, all scorekeepers
shall be registered with the National Corporation and their local RVA for the
current season. Failure to register will automatically terminate scorekeeper
certification at all levels.
JUNIOR SCOREKEEPER
To become certified/re-certified as a Junior scorekeeper, a candidate must:
- Be a current USAV Volleyball registered member in good standing with his/her RVA.
- Attend a clinic annually covering techniques and procedures of scorekeeping for USA Volleyball substitution rules.
- Pay clinic fee, if applicable.
- Pass an annual written examination. The current Junior scorekeeper test is the minimum standard.
- Successfully complete one rating on a junior-level match.
- Complete other requirements as prescribed by the local Regional scorekeeper chair.
Note: A junior scorekeeper will only be certified to keep score at junior
volleyball tournaments. A pin noting completion of regional requirements is
available from the Regional Scorekeeper Chair.
PROVISIONAL SCOREKEEPER
To become certified/re-certified as a Provisional scorekeeper, a candidate must:
- Be a current USAV Volleyball registered member in good standing with his/her RVA.
- Attend a clinic annually covering techniques and procedures of scorekeeping for USA Volleyball substitution rules.
- Pay clinic fee, if applicable.
- Annually pass a written examination. The current Junior scorekeeper test is the minimum standard.
- Successfully complete one rating on a match annually.
- Complete other requirements as prescribed by the local Regional scorekeeper chair.
NOTE:
- Provisional certification expires at the end of the current season.
- A Provisional scorekeeper must be certified in this capacity for one year prior to applying for Regional certification.
- A Provisional scorekeeper shall automatically carry Junior scorekeeper certification.
REGIONAL SCOREKEEPER
To become certified/re-certified as a Provisional scorekeeper, a candidate must:
- Be a current USAV Volleyball registered member in good standing with his/her RVA.
NOTE: Good Standing requirements vary by region. Check with the regional scorekeeper chair for your region's requirements.
- Be currently certified as a Provisional scorekeeper.
- Attend at least one Regional scorekeeper clinic.
- Pay clinic fee, if applicable.
- Pass a written examination. The current scorekeeper certification test (Test A) is the minimum standard.
- Successfully complete ratings on two matches.
- Complete other requirements as prescribed by the local Regional scorekeeper chair.
NATIONAL JUNIOR SCOREKEEPER
To become certified as a National Junior Scorekeeper, a candidate must:
- Be a current USA Volleyball registered member in good standing with his/her RVA.
- Be certified as a USA Volleyball Regional or Junior scorekeeper and have demonstrated proficiency in the use of the USA Volleyball scoresheet in USA Volleyball-sanctioned competitions.
- File the official application form with the national commissioner for National Junior Scorekeeper Certification and Evaluation. These forms are available from the Regional scorekeepers' chair, the Assistant Vice President of the USA National Scorekeeper Commission, or the National Commissioner for National Junior Scorekeeper Certification and Evaluation. The forms are also available on the USA Volleyball web site in the Officials section.
- Attend an approved National Junior scorekeeper clinic in its entirety.
- Successfully complete the written and practical scorekeeper examinations.
- Pay an application fee of $100 for adults, $30 for juniors
- Complete other requirements as prescribed by the USA National Scorekeeper Commission.
- To retain National Junior Scorekeeper status, the scorekeeper must:
- Remain a USA Volleyball registered member and active scorekeeper in good standing within his/her RVA.
- Attend a Boys' or Girls' USA Junior Olympic Volleyball Championship at least once during each three-year period and keep score on a minimum of six matches.
- In those years that a Junior National scorekeeper cannot attend a USA Junior Olympic Volleyball Championship, attendance and participation at the USA Co-Ed Volleyball Championships or the qualifiers for the USA Junior Olympic Volleyball Championship is strongly encouraged.
NOTE:
- This certification is only good for use at a USA Junior Olympic Volleyball Championship and might not be recognized as a certification level in a region.
- A scorekeeper encountering unusual difficulty in attending a USA Junior Olympic Volleyball Championship during a three-year period may apply to the Assistant Vice President of the USA National Scorekeeper Commission, for a one-year extension of his/her certification.
USA NATIONAL SCOREKEEPER
To become certified as a USA National scorekeeper, a candidate must:
- Remit annual dues as levied by the Officials Division of USA Volleyball by the date established by the division. Details about dues can be obtained at www.usavolleyball.org/officials.
- Be a current USA Volleyball registered member in good standing with his/her RVA.
- Be certified as a USA Volleyball Regional scorekeeper for at least one year and have demonstrated proficiency in the use of the USA Volleyball scoresheet using the modified USA Volleyball substitution situations and must have taken and successfully completed the current written examination in the year of candidacy.
- File the official application form with the National Commissioner for Scorekeeper Certification and Evaluation by the published closing date. These forms are available from the Regional scorekeepers' chair, the Assistant Vice President of the USA National Scorekeeper Commission, or the National Commissioner for Scorekeeper Certification and Evaluation. The forms are also available on the USA Volleyball web site in the Officials section.
- Attend the mandatory National scorekeeper clinic in its entirety.
- Successfully complete the written and practical scorekeeper examinations at the prescribed USA National Open Volleyball Championships.
- Pay an application fee of $150.
- Completion of other requirements as prescribed by the USA National Scorekeeper Commission.
To retain USA national scorekeeper status, the scorekeeper must:
- Remain a USA Volleyball registered member and active scorekeeper in good standing within his/her RVA.
- Attend the USA National Open Volleyball Championship at least once during each three-year period and keep score a minimum of two matches for each year that you were not in attendance. (If you did not attend this past year's championship tournament, you would be required to keep score for at least four matches the following year or for six matches if you did not return for three years.)
- If unable to attend the USA National Open Volleyball Championships in a three-year period, attend a USA Junior Olympic Volleyball Championship and keep score a minimum of two matches for each year prior that the scorekeeper was not in attendance. NOTE: This alternative may only be used once in a six-year period.
- In those years that a USA national scorekeeper cannot attend the USA National Open Volleyball Championships, attendance and participation at the USA Junior Olympic Volleyball and/or National Co-Ed Volleyball Championship is strongly encouraged. The intent of this provision is to:
- Provide for a time/site more convenient for the individual; and,
- Better provide a nucleus cadre of scorekeepers for each of the USA national championships programs.
NOTE: A scorekeeper encountering unusual difficulty in attending a USA National
Open Volleyball Championship may apply to the Assistant Vice President, USA
National Scorekeeper Commission, for a one-year extension of his/her certification.
USA NATIONAL OUTDOOR SCOREKEEPER CERTIFICATION
To become certified as a National Outdoor scorekeeper, a candidate must:
- Be a current USA Volleyball registered member in good standing with his/her RVA.
- Be certified as one of the following:
- USA National Beach Referee, or
- USA Certified Beach Referee with a USA National Scorekeeping rating.
- File the official application form with the national commissioner, outdoor/beach scorekeeping. These forms are available from the Regional scorekeepers' chair, the Assistant Vice President of the USA National Scorekeeper Commission, or the National Commissioner of Outdoor/Beach Scorekeeping. The form is also available on the USA Volleyball web site in the Officials section.
- Attend an approved national outdoor scorekeeping clinic in its entirety.
- Successfully pass a rating as a "sit-down" scorekeeper (not as a referee-scorekeeper)
- Completion of other requirements as prescribed by the USA National Scorekeeper Commission.
To retain USA National Outdoor scorekeeper status, the scorekeeper must:
- Remain a USA Volleyball registered member and active scorekeeper in good standing within his/her RVA.
- Attend one of the USA Beach Volleyball (USA Junior Beach, USA Open Beach, USA Masters Beach) or ParkVolley (Grass) Championships at least once in a five-year period complete the following:
- Keep score on two matches PLUS one match for each year missed since last having kept score at a 1997 outdoor championship would be required to keep score on six matches at one of the 2002 USA outdoor championships (two or the current event - 2002, one for 2001, one for 2000, one for 1999 and one for 1998).
- Send the completed scoresheets to the National Commissioner for Outdoor/Beach Scorekeepers for review.
NOTE: A scorekeeper encountering unusual difficulty in attending a USA
Outdoor Championship may apply to the Assistant Vice President of the USA
National Scorekeeper Commission for a one-year extension of his/her certification.
USA NATIONAL SCOREKEEPER (RETIRED)
- Any USA National scorekeeper in good standing, with at least five years service as a USA National scorekeeper, may apply for voluntary retired status.
- The USA National scorekeeper retains National scorekeeper status. The scorekeeper continues to wear the USA National scorekeeper patch in all regional competitions. The retired USA National must be a current USA Volleyball registered member in good standing within his/her region and must re-certify as necessary according to the process of that region.
- The retired USA National scorekeeper continues to receive all publications directed at the USA National scorekeepers' group.
- The retired USA National scorekeeper is not eligible to keep score at the USA Open National Volleyball Championships.
- The retired USA National scorekeeper may retain the right to keep score as a primary scorekeeper at the USA Junior Olympic Volleyball Championship by attending the USA Junior Olympic Volleyball Championships at least once during each four-year period.
- The retired National scorekeeper will lose the status as qualified/certified USA International scorekeeper and will not be allowed to serve as a scorekeeper on any international matches.
- The retired USA National scorekeeper may apply for recertification as a USA National scorekeeper by following the procedures listed in 2-7 under USA National Scorekeeper.
USA INTERNATIONAL INDOOR AND/OR OUTDOOR SCOREKEEPER
The USA International Scorekeeper Commission administers this program under the
supervision of the Officials' Division.
Assistant Vice President: Janet Blue
To become qualified to keep score using the international scoresheet, a candidate must:
- File the official application form with the Assistant Vice President of the USA International Scorekeeper Commission by the published closing date. These forms are available from the Assistant Vice President of the USA International Scorekeeper Commission.'
- Pay required clinic fees.
- Be currently certified as a USA National indoor or outdoor scorekeeper, whichever is appropriate.
- Attend an approved International scorekeeping training clinic in its entirety.
- Keep score a minimum of two matches at the USA Open Volleyball Championships or one of the USA Beach Volleyball or ParkVolley (Grass) Championships, whichever is appropriate for the certification being sought, using the applicable international scoresheet.
To maintain the qualification, a scorekeeper must:
- Remain active as a USA National scorekeeper in the classification for which certified.
- When in attendance at the USA National Open or one of the USA National Beach Volleyball or ParkVolley Championships, keep score a minimum of one match using the appropriate international scoresheet. Attendance a the international scorekeeping training clinic is also strongly recommended.
- Be available for assignment when called upon. Those qualified to keep score using the international scoresheet will be eligible for assignment to USA team tour matches and non-sanctioned international events in the United States.
To become certified to keep score using the international scoresheet, a candidate
must meet the following criteria and complete the following procedures:
Criteria:
- Be currently rated as a USA National indoor or outdoor scorekeeper, whichever is appropriate, having maintained this rating for the last four consecutive years.
- Have participated as a scorekeeper at three of the last four USA National Open or USA National Beach Volleyball or ParkVolley Championships, whichever is appropriate.
- Have demonstrated an interest in this program as an active worker, scorekeeper and rater on the national level during this time.
- Have been qualified to use the appropriate international scoresheet for a minimum of two years.
Procedure:
When a USA International scorekeeper certification clinic has been announced:
- File the appropriate indoor or outdoor application with the Assistant Vice President of the USA International Scorekeeper Commission, by the published closing date. These forms are available from the Assistant Vice President of the USA International Scorekeeper Commission.
If selected as a candidate:
- Pay required clinic fees to the Assistant Vice President of the USA International Scorekeeper Commission.
- Fully attend and successfully complete the prescribed training clinic.
- Successfully complete practical ratings at assigned international matches.
To maintain this certification, the USA International scorekeeper must:
- Remain active as a USA National scorekeeper in a leadership role.
- When in attendance at the USA National Open volleyball Championships or one of the USA National Beach Volleyball or ParkVolley Championships for which certification has been awarded, keep score a minimum of one match using the appropriate international scoresheet. Attendance at eh international scorekeeping clinic is also strongly recommended.
- Be available for assignment when called upon.
- Maintain a standard of excellence as determined by the USA International Scorekeeper Commission through evaluation of all international scoresheets and input from other officials at international matches.
- At least once every four years, the certified USA International scorekeeper must be observed and obtain a passing rating in the appropriate competition for which certification has been attained.
Those certified as USA International scorekeepers will be eligible for
assignment to USA team tour matches, non-sanctioned international events and
sanctioned FIVB championship competitions in the United States.
