Officials Division
It shall be the primary function of the division
to supervise and develop the certification and assignment
of referees and scorekeepers, as well as other support
officials at the international, national, regional and
grass roots levels. This requires working
closely with member organizations that involved with the
officiating programs and/or request officiating
support. The Officials Division is made up of three
division-wide officers and Commissions that oversee the
specific functions within their area of the
Division.
The Administrative Council is made up of the
Vice President, Associate and Assistant Vice Presidents
and National Commissioners of each commission in the
division. The Administrative Council shall serve as
the coordinating and governing structure of this
division. This council meets once per year at the
USA Volleyball Championships (and more as required) to
jointly govern the Division. The responsibilities
of division-wide positions are given
below:
Vice President: The Vice
President has the primary responsibility of representing the
Officials Division to the Executive Council, the Budget
Committee, the Board of Directors and other divisions of USA
Volleyball. In this capacity, the Vice President
oversees direction for the Officials Division and makes
budget decisions. The Vice President appoints all the
Associate and Assistant Vice Presidents. Together with
these individuals, the Vice President does future planning,
sets goals for the Division and selects individuals for
positions within the Division and external to the Division
as requested by USA Volleyball.
Associate Vice President for
Administration: The AVP for Administration
helps the VP in administering the Division. Current
duties include interface with the Regional Operating
Division of USA Volleyball, planning and interface with the
Board of Directors of USA Volleyball and responsibility for
all Officials Division material in the USA Volleyball
Guide.
Rules Interpreter for USA
Volleyball (appointed by Rules Testing
Commission): (Not a member of the
Administrative Council) The Rules Interpreter makes
all final decision on all rules issues. In conjunction
with NC for P&T, s/he also sets techniques for applying
rules. This person works closely with the NCAA Rules
Interpreter. The Rules Interpreter is an international
arbiter. This person also has responsibility for
overseeing all rules information that is provided.
Rules Interpreter for USA Outdoor
Volleyball (appointed by Rules Testing
Commission): (Not a member of the
Administrative Council) The Rules Interpreter
makes all final decision on all outdoor (beach, grass) rules
issues. S/he also sets techniques for applying
rules. The Rules Interpreter is an international
arbiter. This person also has responsibility for
overseeing all rules information that is provided.
Official Word
editor: (Not a member of the Administrative
Council) The Editor has the responsibility for organizing
content of the 5 issues of the Official Word per
year
Officials Division Arbiter: (Not a member of
the Administrative Council) Duties include the gathering of
information on all discipline cases or situations where there
is a conflict between an individual official and a division
officer. The Arbiter evaluates the material and makes a
final decision on the outcome of the case.

USA National Referee
Commission
Mission: It shall be the mission of
the commission to plan, implement, develop and evaluate
programs of development and administration for referee and
support officials (other than scorekeepers), for indoor
volleyball as conducted by USAV and its member
organizations. There will be specific responsibility for the
certification of referees on the local and national level, as well a
responsibility of training preparation and selection of
candidates for FIVB certification. This commission is committed
to work in close concert with USAV member organization and
other USAV division for the continuing improvement and
standardization of volleyball officiating in the United
States.
Structure:
Assistant Vice President for
Referees: Duties include consultation with
the VP and NCD in assignment of head referees for all
national tournaments; oversight of national referee
commissioners; planning for the referee sub-division;
discipline of referees; help with budget preparation for
referees.
Director, National Referee Certification and Evaluation - Duties
include choice of rating teams for USA Championships
(adults) , NIRSA, and boys championships; choice of
candidates for national referee; preparation of reports on
training outcomes; presentation of national referee patches;
rating and recertification of existing national referees;
preparation of training materials for national
officials.
Director, Junior National Referee Certification & Evaluation: Duties include choice of
rating teams for qualifiers and girls championships; choice
of candidates for junior national referee; preparation of
reports on training outcomes; presentation of junior
national referee patches; rating and recertification of
existing junior national referees; preparation of training
materials for junior national referees. In conjunction
with the National Commissioner for Evaluation and Training
for National Referees, selects trainees for rater
positions.
Director, RVA
Development: Duties include
providing a conduit for information to all RVA's;
design of yearly referee examinations; design of training
material for use by the RVA's.
USA National and FIVB Beach Officials
Commission
Mission: It shall be the mission of
the commission to plan, implement, develop and evaluate
programs of development and administration for referee and
support officials (other than scorekeepers), for outdoor
volleyball as conducted by USAV and its member
organizations. There will be specific responsibility for the
certification of referees on the local and national level, as well a
responsibility of training preparation and selection of
candidates for FIVB certification. This commission is committed
to work in close concert with USAV member organization and
other USAV division for the continuing improvement and
standardization of volleyball officiating in the United
States.
Structure:
Assistant Vice President, Beach Officials:
Duties include training of
outdoor referees; staffing for USA Volleyball national
championships and FIVB competitions; help with preparation
of the budget; appointment of national commissioners for
outdoor volleyball.
Director, National Beach Referee Certification & Evaluation:
Duties include choice of rating teams; choice of candidates
for national outdoor referee; preparation of reports on
training outcomes; rating and recertification of existing
national outdoor referees; preparation of training materials
for national outdoor referees.
Director, National Beach Scorekeeper Certification & Evaluation
USA-FIVB International Referee
Commission
Mission: It shall be the mission of
this commission to assist with the development of USA-FIVB
international arbitres and process assignments to
FIVB-sanctioned and other international competitions, both
domestically and overseas.
Structure:
Assistant Vice President for
International Referees: The AVP for
International Referees is responsible for choice of
international candidates; staffing of international matches
in the U.S.; choice and oversight of referees for the U.S.
Open; choice and training of candidates for possible
selection as international candidates.
USA National Scorekeeper Commission
Mission: It shall be the
mission of the commission to plan, implement, develop and
evaluate programs of development, certification and
administration for the USA Volleyball indoor and outdoor
scorekeeping systems. There will be specific
responsibility for the certification of scorekeepers, locally
and nationally, as well as preparing to utilize the FIVB
scorekeeping system for international matches scheduled for
competition in the domestic United States.
Structure:

Scorekeepers: Duties include consultation with
the VP and NCD in assignment of head scorekeepers for all
national tournaments and scorekeeper monitors for junior
national tournaments; oversight of national scorekeeper
commissioners; planning for the scorekeeper sub-division;
discipline of scorekeepers; help with budget preparation for
scorekeepers.
Director, National Scorekeepers Certification & Evaluation - Duties
include choice of the national rating team; choice of
candidates for national and junior national scorekeeper;
preparation of reports on training outcomes; presentation of
national scorekeeper patches; rating and recertification of
existing national scorekeepers; preparation of training
materials for national officials; help in identification and
training of candidates for international qualification.
Director, RVA Scorekeeper Development: Duties include
providing a conduit for information to all RVA's;
design of yearly scorekeeper examinations; design of
training material for use by the RVA's including
scoresheets.
USA International Scorekeeper Commission
Mission: It shall be the mission of
the commission to train, qualify and certify USA national
scorekeepers for FIVB-sanctioned and other international
competition in the United States and to process assignments to
domestic international matches, exhibitions and other required
games.
Structure:

choice of candidates for international certification;
staffing of international matches in the U.S.; choice of
scorekeepers for the U.S. Open.
